Transport - A local government perspective

 

Key Points:

  • The Commonwealth will increase funding to infrastructure projects to $70 billion from 2013-14 to 2020-21 and to $75 billion by 2026-27.
  • Bridges Renewal program funded through to 2021.
  • The Development of a National Rail Program, funded at $10 billion over the next decade.
  • Roads to Recovery funded through to 2020-21 with confirmation that the annual funding for R2R will be $400 million per year from 2019-20.
  • $20 million in 2017-18 and 2018-19 in supplementary local roads funding for South Australia.
  • $5.3 billion to develop the Western Sydney Airport Co and associated capital costs.
  • $230 million from 2017-18 to 2020-21 for the National Heavy Vehicle Safety and Productivity Program.
  • A new $472 million Regional Growth Fund for regional infrastructure and community projects, including a further $200 million for the Building Better Regions Fund.
  • $500 million for Victorian passenger rail.
  • $844 million for new Bruce Highway projects.
  • An additional $12 million over four years for Infrastructure Australia.

KEY ANNOUNCEMENTS BY JURISDICTION

The Federal Government has allocated funding to the following projects in 2017-18.  Note that many announcements are related to components of previously announced projects.

NSW

  • WestConnex – $720 million funding provided from Commonwealth loan of $2 billion to enable construction in parallel with M4 works
  • Barton Highway upgrade package - $50million
  • $710 million of $5.6 billion provided in 2017-18 for the Pacific Highway duplication project.
  • $2.19 billion in funding related to asset recycling for projects including:
    • The Sydney Metro;
    • Parramatta Light Rail; and
    • Regional freight corridors.

VIC

  • $112 million of $200 million total funding provided in 2017-18 for the Tullamarine Freeway widening project.
  • $240 million towards the Murray Basin Rail.
  • $345 million Rural and Regional Roads Package with the Victorian State Government.
  • $500 million for rail projects – including improvements to the Gippsland Line, the North-East line and the Geelong line.

QLD

  • An additional $844 million towards the Bruce Highway Upgrade program, $552 million provided in 2017-18.
  • $31.6 million for Gold Coast light rail.
  • $248 million provided in 2017-18 towards the Toowoomba Range second crossing.
  • $215 million towards Pacific Motorway upgrades.
  • $37.3 million in 2017-18 towards QLD projects under the Northern Australia Roads Package.

WA

The WA Infrastructure Package including:

  • Kwinana Freeway projects funded at $294.4 million
    • Wanneroo Road projects funded at $96.6 million
    • $792 million in funding towards METRONET projects (subject to IA approval)
  • $200 million towards the Swan Valley Bypass
  • $56.3 million towards WA projects under the Northern Australia Roads Package

SA

  • $23.8 million provided for infrastructure work within Anangu Pitijantjatjara Yankunytjatjara (APY) lands
  • $36.3 million of $42.7 million provided for the Flinderslink project.
  • North-South Corridor project funding of $537.5 million in 2017-18.

TAS

  • $24 million for the Hobart Airport Roundabout project
  • $96.5 million of $400 million provided for projects on the Midland Highway
  • $12.8 million for Freight Rail revitalisation

ACT

  • $3 million for Pialligo Road duplication and Monaro Highway Widening planning projects

NT

  • $94.9 million for NT projects under the Northern Australia Roads Package
  • $11.4 million for National Highway upgrade projects in 2017-18
  • $15.7 million of $77 million in funding provided under the Northern Territory Roads package.
